Re: Capital Budget
Enclosed is a bill for an ordinance adding the Laiopua Connector Project for $10,000,000
to the Capital Budget. As part of the solutions to the traffic congestion in Kona based on
the study dated 2000 and titled "Keahole to Honaunau Circulation Plan~'the connection of
Manawalea Road to Keanalehu Drive provides another link between Kealakehe schools
and for the residents of Laiopua. The project consists of extending Keanalehu Drive
approximately 1,700 feet and Manawalea Street approximately 3,800 feet to the
intersection of both roads.

A. REQUEST:
Amend Ordinance 06-80, the Capital Budget by adding an appropriation for the Laiopua
Connector project in the amount of $10 million.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
As part of the solutions to traffic congestion in Kona based on the study dated 2000 titled
"Keahole to Honaunau Circulation Plan", The connection of Manawalea Road to Keanalehu Drive
provides another link between Kealakehe schools and for the residents of Laiopua. The project will
benefit the safety and health of the public.
