These funds will be used to provide the Kealakehe youth with various activities and educational materials relating to crime prevention and awareness, as well as transportation and travel expenses to Denver, Colorado in March 2007 to attend the Annual National Youth Crime Watch Conference. Angel Pilago, dated November 16, 2006, transmitting the above resolution. These funds will be used to provide substance abuse and anti- violence education and prevention for the at risk youths of Miloli`i through community exchange programs and extra-curricular activities. Comm. 10: FINAL REPORT -EMERGENCY MANAGEMENT PERFORMANCE GRANT From Civil Defense Agency, dated October 9, 2006, transmitting the above report pursuant to Ordinance No. OS-86. Comm. 11: AN ORDINANCE AMENDING ORDINANCE NO. 06-80, AS AMENDED, (Bill 3) RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR JULY 1, 2006 TO JUNE 30, 2007 (by adding the Environmental Management, Greenwaste 8c Composting Facility at the West Hawaii Sanitary Landfill proiect for $1,750,000) From Finance Director William Takaba, dated December 4, 2006, transmitting the above bill. This appropriation is to construct a legally permitted composting facility at the resource recovery area adjacent to the West Hawaii Sanitary Landfill at Pu`uanahulu. The facility will be designed to accept greenwaste, pallets, food scraps, used cooking oil and grease trap waste. In addition to increased diversion of organic materials from our landfills, the facility will allow manufacture of three products: 1) a value-added certified compost; 2) biodiesel, a transportation fuel; and 3) bunker fuel, which will be used for the generation of electricity. Comm. 12: AN ORDINANCE TO AMEND ORDINANCE NO. 06-79, AS AMENDED, THE (Bi114) OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2007; (by appropriating an additional $5,000 into the Police Department's Gang Prevention-East Hawaii Grant account) From Finance Director William Takaba, dated December 4, 2006, transmitting the above bill. The State of Hawaii Department of Human Services Office of Youth Services is providing a $59,000 grant for the Hawaii County Police Department's Youth Gang Response System program. This program involves the community based-agencies and government organizations to work together to address youth gangs and the issues surrounding these groups. In the current fiscal year's budget, $54,000 was appropriated in anticipation of this grant. FC-1 Page 3 December 19, 2006 Comm. 13: RESOLUTION AUTHORIZING THE ACCEPTANCE OF A MONETARY (Res. 14-07) DONATION OF $2,500 TO THE HAWAII FIRE DEPARTMENT (donated by Wal-Mart Kona); and (Bill 5) AN ORDINANCE TO AMEND ORDINANCE NO. 06-79, AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2007 (by appropriating $2,500 to the Fire Prevention Other Current Expenses account) From Finance Director William Takaba, dated December 4, 2006, transmitting the above resolution and bill. These funds donated by Wal-Mart Kona through its "Safe Neighborhood Grant" program will be used towazds the purchase of educational materials to be distributed to the public in commemoration of Fire Prevention Week in the month of October, and Emergency Medical Services (EMS) Week in the month of May. The State Department of Transportation Public Affairs -Safe Community Program is providing an additional funding of $700 to the Hawaii County Police Department's Click It or Ticket Program. The grant funds will be used to reduce the fatalities and injuries to front and rear seat occupants aged 17 and under, of motor vehicle collisions by improving awazeness of state laws. In the current fiscal year's budget, $12,000 was appropriated in anticipation of this grant.
