Comm. 31: RESOLUTION TO ENHANCE THE ROLE OF THE HAWAII COUNTY (Res. 20-07) COUNCIL AS THE POLICY MAKING BODY FOR THE COUNTY OF HAWAII BY DIRECTING THAT THE COUNCIL TAKE A MORE PROACTIVE ROLE IN THE ANNUAL BUDGET PROCESS (asks that the Mayor include the following funding priorities in the Fiscal Year 2007-2008 Operating Budget: funding and resources for Community Development Plans, increasing mid-level personnel in the Departments of Parks and Recreation and Planning, increasing the number of positions in the Fire Department, allocating funding for college tuition expenses for Police Cadets, and prioritizing capital improvement projects and indicating funding sources for each proiect From Council Chair Pete Hoffinann, dated December 13, 2006, transmitting the above resolution, which recognizes the importance of Council participation in shaping the County's budget process, and provides specific input to the Mayor regarding Council funding priorities for fiscal year 2007-08. Hawaii County is an Equal Opportunity Provider and Employer FC-2 Page 2 January 3, 2007 Comm. 35: AN ORDINANCE TO AMEND ORDINANCE NO. 06-79, AS AMENDED, (Bill 9) THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2007 (by appropriating an additional $7,346 to the Police Department's account for the Youth Gang Response Systems Kona Program From Finance Director William Takaba, dated December 13, 2006, transmitting the above bill. The State of Hawaii Department of Human Services Office of Youth Services is providing these additional funds which will be used for community based agencies and government organizations to work together to address youth gangs and the issues surrounding these groups. Comm. 36: AN ORDINANCE AMENDING ORDINANCE NO. 06-8Q AS AMENDED, (Bill 10) RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR JULY 1, 2006 TO JUNE 30, 2007 (by adding the Parks and Recreation Waimea District Park project for $149,000) From Finance Director William Takaba, dated December 13, 2006, transmitting the above bill. Funding for this project will come from the fair share assessment contributions from the Kohala Ranch LLC in conjunction with Condition M of Ordinance 92-40 for the Kohala Ranch Project IV. The funds will be used to master plan a new Waimea District Park to serve the recreational needs of the district of South Kohala. Comm. 37: AN ORDINANCE AMENDING ORDINANCE NO. 06-80, AS AMENDED, (Bill 11) RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR JULY 1, 2006 TO JUNE 30, 2007 (by adding the Parks and Recreation Kamehameha Park Comfort Station project for $250,000) From Finance Director William Takaba, dated December 13, 2006, transmitting the above bill. Funding for this project will come from the fair share assessment contributions from the Kohala Ranch LLC in conjunction with Condition M of Ordinance 92-40 for the Kohala Ranch Project IV. The funds will be used to construct the comfort station according to the design commissioned by Kohala Ranch LLC and reviewed and approved by the Department of Parks and Recreation. The Kamehameha Park Comfort Station provides permanent and accessible comfort station amenities to support the multitude of outdoor recreational uses curently satisfied by Kamehameha Park. Comm. 39: RESOLUTION AUTHORIZING THE ACCEPTANCE OF A MONETARY (Res. 22-07) DONATION OF $2,000 TO THE HAWAII COUNTY POLICE DEPARTMENT (donated by Wal-Mart Hilo)• and (Note: Bill 13 also related to Comm. 39 continues on the next page.) FC-2 Page 3 January 3, 2007 (Bill 13) AN ORDINANCE TO AMEND ORDINANCE NO. 06-79, AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2007 (by appropriating $2,000 to the Police Department's Administrative Division's Other Current Expenses account for Public Safety Supplies) From Finance Director William Takaba, dated December 18, 2006, transmitting the above resolution and bill. These funds are donated as part of Wal-Mart Hilo's community involvement program. Comm. 40: RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO (Res. 23-07) AN AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT OF AGRICULTURE, PURSUANT TO HRS 46-7, FOR THE COUNTY OF HAWA]`I'S COOUI FROG ERADICATION AND CONTROL PROGRAM; and (Bill 14) AN ORDINANCE TO AMEND ORDINANCE NO. 06-79, AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2007 (appropriates $140,000 to the Coqui Frog Eradication Supplies account) From Finance Director William Takaba, dated December 18, 2006, transmitting the above resolution and bill. The State Department of Agriculture now proposes to enter into a contract with the County of Hawaii and provide the County with $140,000, a portion of the Act 160 funding approved by the State Legislature. These funds will be used to purchase citric acid anhydrous for the control of the Coqui frog on the Island of Hawaii. Comm. 43: AN ORDINANCE AMENDING ORDINANCE NO. 06-80, AS AMENDED, (Bill 16) RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR JULY 1, 2006 TO JUNE 30, 2007 (by adding the Public Works ADA Curb Ramp Compliance proiect for $1 500 000) From Finance Director William Takaba, dated December 4, 2006, transmitting the above bill. This project involves the constructing of curb cuts at street intersections throughout the island so that persons with disabilities are able to use the County's public sidewalks. For the past several years, the County has been constructing curb ramps in order to fulfill the Court's order by complying with the American with Disabilities Act. The bids on the final four plans came in higher than estimated and the County needs an additional $1,500,000 to complete these projects.
