Dear County Council Members,
It is my understanding that the people who are working hard on the Puna Community
Development Plan DO NOT WANT, I repeat, D_O NOT WANT the Council to approve
this rezoning at this location until the Puna Community Development Plan is in place.
Ifthe Council can make resolutions to stop further rezonings in Waikoloa and in Kona
until their Community Development Plans are in place, then the Council should take the
same steps for Puna and stop further rezonings until the PCDP is in place even if the
representative from lower Puna is against it.
Also, Bob Jacobson's band-aid proposal of preventing left turns in and out of the
location for this storage facility is a very hazardous idea because unless a solid berm is
built on the highway to prevent left turns, drivers will still make the left turns illegally
and cause some serious traffic accidents and/or fatalities to happen. If you don't want to
see some serious traffic accidents at this spot, then please don't approve ofthis rezoning
at this time. Furthermore, if the Council doesn't have permission from DOTto alter a
State Highway, then all the more reason why this rezoning should not be approved at
this time.
Lastly, I understand that Ms. Naeole is pushing for this rezoning because the developer
(Timothy Gardner) is dangling a carrot in front of her face in the form ofa homeless
shelter. Is this homeless shelter so important that the Council is willing to ignore the
recjuests from the people of Puna to not rezone until the PCDP is in place?
Puna should be treated no differently form Kona or Waikoloa. Ifthe Council is going to
take a pause on further rezonings in Kona and Waikoloa, it should BE CONSISTENTand
do the same in Puna.
