Aloha Councilwoman Ford,
I am writing you to inform you that both I and Hale Kipa are in favor of the bill to change the current five unrelated
individuals residing in a group home to eight unrelated. We agree with the amendment to limit the change to no
more than one residence per tax map key or parcel of land. Hale Kipa is one of the largest providers of
residential group homes for youth in the state. We are in the process of planning to open one or more group
homes in Hawaii County. Our goal is to provide needed treatment for Hawaii's most troubled youth in their
community. If Hawaii County continues to limit these group homes to no more than five, our youth may have to
continue to be provided these much needed services on other islands away from family and friends. Please
