7 was glad to see that the new council will "put brakes ~n development". I hope dais wtll
not be temporary. "the Big Island probably has ten times as much land Suitable for development
as dve5 Oahu. They currently require a ten lane highway to move their tratlic. Uur tw~~ lane
beltway is adequate now, but gridlock is beginning in d~eiairnea and Kona. If de~velc>pment keeps

A quick calculation reveals that two rr?oee lames around the island would cost 6etweerr three and
four billion dollars, This could happen without any new zoning. I would tharalt that the Council
would try to think of ways to slow up development, even from existing zoning, Perhaps having a
yearly limit on all developments of more than one house. But to re-zozse a property for higher
density makes no sense at all, prom the standpoint of the coming infrastructure crisis. (',logged
highways lower the quality of living for everyone on this island.
