re: Bills 371 , 372 & 373
I oppose the referenced bills without hesitation.
Although previous plans arc not "legal" plans, (West Hawaii Regional
Plan and the 5 year Botmdv-v Retrieve) they have been carefitlly
rese~u-ched and they both contain recommendalious against resort/urban
expvtsion into South Kona. 'Phew plans recommend that lltc rural
character and quality of life in South Kona should be maintaiuecl.
The Cotmiv General Plan rcconmiends that regional phis be developed
for the Count}~s various regions. To date, flits has not been done, and it
has now become argent to begin fltat process. So the atnendtnent to
allow a "resort node" should not be passed now. The "not legal" plans
should be followed until the County regional plan is completed and no
amendments should be given until such tune.
Before a~_ v~uiattces or antendmeuts arc passed, there should be well-
developed Regional plans for both North and South Rona. And the
eominunity should be pent of developing flIC pleu~(s), so that the elected
officials will understand what the voters desu e and what is good for the
comm~mity.
'fo allow a "resort node" will have enormous impact on the area raid the
benefits to the conmtunity are hard to see. 77tis could be precedent
setting raid is not what the community wants.
I respectfully urge you each to oppose lltesc referenced bills both in
Cornrnittec and in full County Council meethigs.
