Testimony against Site 150-060

Think On These Things.
The proposed site 150-060 is in the wrong place. Located in and around residential neighborhoods with no less
than 301ots in the immediate vicinity of the site, with many more beyond the first 500 ft.
It has been wrong from the start. The two very poorly publicized so called "public information meetings"
I went to were majority were in opposition, and were only there because we informed them of the meeting, we
have a video of the latter.
The meetings should have been called "meetings to inform the public of the DEMs intent. Why does the DEM
feel the need to engage the public in its efforts to increase its capacity with a growing community, After all
there the ones accepting the trash, who would have a better idea of capacity than the DEM. I guess it's because
there is so little accountability of its refuse disposal and awazeness of the situation that they feel they have to
engage the public. Its redundant you know. Of coarse there will be needs. And on a growing island with no curb
side, any one is going to agree to a closer place to dump there trash... "As long as it is not near there house or
property". This fact alone makes all the petitions in favor of any site meaningless. The real and meaningful
signatures are from those who appose the site, for it is they whom have the real issues to contend with, those of
health, safety and personal well being and not just a selfish "YES" signature, Thank you, give me a closer
transfer station and I don't care about how any one else may be effected type of attitude. Of coarse they all
become Hippocrates when asked if its all right to put it near them. As a mater of fact the man selling the lot
150-60 went on one man crusade collecting signatures on petitions in favor, adding that he was volunteering the
lot to the county. This man also sat on the task force involved in finding a lot,( talk about a conflict of interest) I
might add here that Nelson Ho's task force only ever came up with the one lot 150-060 and then only promoted
it, with no other choices. These aze half the reall issues here?
The other half of the issue is who is to use this dump and where would the best placement be for all
concerned. Were talking about the "South Kona -Kau Full Service Transfer Station". The Milolii site is
costing 4 times that of other sites and is situated on reserve land. It is only logical that this is not acceptable and
it has been stated that this station will not remain open. Site 150-60 leaves all of Milolii and Honmolino out of
the equation. Leaving a big gap in the true effectiveness and logic behind the idea of an Ocean View Site, which
is to be the last one added to the big island transfer stations list? Do you Plan on doing this all over again for
them. How will you justify an Ocean View Site and leave a large portion of the problem unattended to.
Bob Jacobson needs to get his facts correct before he boldly delivers another closing slanted argument
in favor of the site. He states the nearest house is 4/10 s of a mile away. Bob there aze 6,076 feet in 1 nautical
mile. The closest house is actiualy less than a 1000 feet and is situated in Kona Garden Estates (KGE) there are
five other 3 acre lots here in KGE that aze within just 600 feet of the site. There are also other houses in ocean
View closer than 1000 feet. That's a lot closer than 2430 feet.. Having a full service station on 9 acres does not
leave any room for buffers contrary to what bob has said.
He also keeps using the term "well managed site" and "everything will be fine because people will be
making sure that the wrong things don't go into the dump" and is "convinced that we can manage this without
too much of an insult to the community." (From minutes of Sept. 19, 06 meeting) Well there is absolutely
nothing in the past or present records that would make these statements plausible. There is no such thing as a

well managed site on the whole island and he is relining on people to do the policing. Bob we invite you to
leave your denial and join the real world. And Bob you have already insulted us by saying we need to sacrifice
our personal health and well being for you and for the good of the community when there aze still other lots
available as possibilities.
Mr. Jacobson also does not like the sound of the word "dump" and states that the site is a transfer
station. Mr. Jacobson the New Webster Dictionary defines Dump as "a place where discazded materials aze
dumped" We call them dumps because they are. Quite literally, why with 19 out of 21 sites getting a failing
grade. we don't need another neglected dump site in our neighborhood. The DEM s history speaks for itself .
The DEM concentration should be in bringing the other 19 sites with failing infrastructures up to paz and add
the full services, instead of adding more sites to there list of neglects.
Mrs. Bell states that there are 18 sites on there list, The task force meeting only states one, site 150- 060.
I do not believe it is appropriate to tell the public one thing and the council another. I believe there is the only
one site, except for the five possibilities out of 16 that "The Committee For an Appropriately Placed Transfer
Station" submitted and are being held without disclosure to the general public by the DEM.
You need to question and ask yourselves, why is there so much bias and miss information along with a
lack of information by those in authoritive positions. Im talking about that which is given by Council and the
DEM in an effort to place something where it does not belong...
Just remember, Every one is in agreement, there agreement is, "don't put it near my place."
At this time Kona Garden Estates is submitting its petitions against a site 150-601ocated near our subdivision.
Please note that most of the petitions are from near by lot owners whose plans and investments do not include
being tainted by an objectionable type of industry located neaz by. Also severl hundred signatures from the first
week we got involved in July 2006.
