My Name is Paul Goodrich. I am a resident of Kona Scenic Subdivision
and my home is on Halekii Street. I have read Oceanside 1250's
preliminary development plan for this application. Page ~,4 states
that Haleki'i Street will provide access to the project site until the
completion of the Mamalahoa Highway Bypass.
We are opposed to Haleki'i Street being used to provide access to
any stage of this development until the entire Mamalahoa Bypass
Highway has been completed. We pushed hard to have the requirement
for a break-away gate at the bottom of Haleki'i Street made part
of the previous zoning approvals for this development. We feel just
as strong about it now as we did then. I don't feel that the results
of the traffic study quoted in this report gives a true picture of
the potential impact to our neighborhood. Not only do they plan to
build a lodge but also there will be a golf course, club house and
eating facility. I imagine there will be some sort of sales office
where their house lot sales will be promoted. In addition, this
road will serve as the shore line access for public use. I wouldn't
even be surprised if people are brought in right off the Japan Airlines
flights, for that matter. On top of everything, when the first half
of the Bypass has been built, what is to prevent people from driving
down Haleki'i Street and up the Bypass to Keauhou and the other way
around? We will take what ever steps are necessary to make sure
that our residential street is not open prior to the completion of
the entire bypass, as we were promised in the past.
With Oceanside 1250 giving out keys to the gate, and since they paved
their road to the shore, traffic down our residential street has
already increased substantially.

Drainage Svstems
53. A Preliminary Engineering Study for Sewage and Drainage Infrastructure
Systems was performed by R.M. Towill Corporation in January 1992 for the Villages
at Hokukano EIS. According to the study, onsite drainage systems will consist
primarily of drywells to dispose of runoff generated from roads. Siltation basins will
be constructed, as required, to control runoff and maintain water quality, and may be
incorporated into the adjacent golf course design. No offsite drainage improvemenu
are anticipa[ed. The proposed development and drainage improvements will be
designed so that the carrying capacity of storm flows within the existing drainage way
will not be affected.
Public Facilities and Services
S4. Access to the project site, until completion of the Mamalahoa Highway Bypass, will
be provided from Haleki'i Street, an 80-foot wide right-of-way that links the property
with Mamalahoa Highway. At the intersection with Mamalahoa Highway, Haleki'i
Street has a channelized "T" intersection with separate left and right turn lanes.
Halelti'i Street will be extended into the project site to the vicinity of the associated
golf course clubhouse and proposed lodge. Improvements, including signalization of
the Haleki'i Street/Mamalahoa Highway intersection is planned in conjunction with
the opening of the adjacent golf clubhouse.
55. A traffic study prepared by Parsons Brinckerhoff Quade & Douglas (PBQ&D)
forecasted that, even at build out, only 17 "in trips" and 11 "out trips" during the
peak a. m. hour and 15 "in trips" and 26 "out trips" during the peak p.m. hours are
expected from development of the members' lodge. These trip estimates assume an
average 85 percent occupancy level and include both guest and employee traffic.
Since the traffic study was based on a lodge program of 100 units, impacts are
expected to be reduced proportionally with the down scaling of the proposed lodge to
80 units.
56. Future traffic conditions in this area will be relieved by the proposed construction of
the Mamalahoa Highway bypass which is to be constructed with the first small lot
subdivision of the proposed Villages at Hokukano project. The proposed alignment is
