Deputy Director <br /> ~ os~M~ <br /> County of Hawaii <br /> Finance Department <br /> 25 Aupuni Street, Room 118 • Hilo, Hawaii 96720 <br /> (808) 961-8234 • Fax (808) 96 t-8248 <br /> ice) -..a <br /> February 5, 2007 <br /> 4 <br /> Pete Hoffmann, Chairman and <br /> Members of the Hawaii County Council <br /> Hawaii County Council <br /> 25 Aupuni Street <br /> Hilo, Hawaii 96720 <br /> Re: North Kona's Sewer and Effluent Reuse Upgrade Projects <br /> Based on a decision by a private developer to pursue alternative methods for Wastewater <br /> Disposal and Irrigation Water for their project in lieu of partnering with the County on the <br /> infrastructure in the Queen Ka'ahumanu Highway, the installation of a sewer and a reuse <br /> water infrastructure in North Kona are necessary. <br /> The installation of the sewer infrastructure is required to allow planned development of the <br /> North Kona area while the installation of the reuse water infrastructure is required to allow <br /> future use of treated wastewater from the Kealakehe Wastewater Treatment Plant for <br /> irrigation in lieu of current disposal into a seepage pit. <br /> Design and construction of the infrastructure will be performed under the State of Hawaii, <br /> Department of Transportation -Highway Division's (State DOT) Queen Ka'ahumanu <br /> Widening Project -Phase II which extends from Honokohau Harbor to Keahole Airport. <br /> The State DOT currently intends to issue a Request for Proposal (RFP) for a design-build <br /> project for widening of the Queen Ka'ahumanu Highway between Honokohau Harbor in <br /> January 2007 with a Bid Opening in May or June 2007 and award of the project in August <br /> 2007. Funds for the design and installation of the sewer infrastructure are required to be <br /> available to the State DOT no later than July 2007 in order for the work to be included in <br /> the State DOT project. <br /> Funding for the infrastructures will come from the State Water Pollution Control Revolving <br /> Fund (SRF) Loan and from County funding. <br /> Enclosed is a bill for an ordinance authorizing the Mayor to enter into an intergovernmental <br /> agreement for a SRF loan for the North Kona's Sewer and Effluent Reuse Upgrade <br /> (wastewater disposal improvement) projects; and authorizing the issuance of general <br /> obligation bonds for the purpose of financing this improvement project.
