Re: North Kona's Sewer and Effluent Reuse Upgrade Projects
Based on a decision by a private developer to pursue alternative methods for Wastewater
Disposal and Irrigation Water for their project in lieu of partnering with the County on the
infrastructure in the Queen Ka'ahumanu Highway, the installation of a sewer and a reuse
water infrastructure in North Kona are necessary.
The installation of the sewer infrastructure is required to allow planned development of the
North Kona area while the installation of the reuse water infrastructure is required to allow
future use of treated wastewater from the Kealakehe Wastewater Treatment Plant for
irrigation in lieu of current disposal into a seepage pit.
Design and construction of the infrastructure will be performed under the State of Hawaii,
Department of Transportation -Highway Division's (State DOT) Queen Ka'ahumanu
Widening Project -Phase II which extends from Honokohau Harbor to Keahole Airport.
The State DOT currently intends to issue a Request for Proposal (RFP) for a design-build
project for widening of the Queen Ka'ahumanu Highway between Honokohau Harbor in
January 2007 with a Bid Opening in May or June 2007 and award of the project in August
2007. Funds for the design and installation of the sewer infrastructure are required to be
available to the State DOT no later than July 2007 in order for the work to be included in
the State DOT project.
Funding for the infrastructures will come from the State Water Pollution Control Revolving
Fund (SRF) Loan and from County funding.
Enclosed is a bill for an ordinance authorizing the Mayor to enter into an intergovernmental
agreement for a SRF loan for the North Kona's Sewer and Effluent Reuse Upgrade
(wastewater disposal improvement) projects; and authorizing the issuance of general
obligation bonds for the purpose of financing this improvement project. I

Pursuant to the County Procedures Manual for Participation in the Hawaii State Revolving
Fund Loan Program, prepared by the Wastewater Branch of the Hawaii Department of
Health in April 1994, part of the loan application process requires a "resolution or
ordinance passed by the County Council which authorizes the SRF loan application and
identifies the dedicated source(s) of revenue (i.e., general obligation bonds) which will fund
the project and repayment of the loan with interest." The Council's authorization of the
issuance of general obligation bonds will serve as a pledge of its general obligation
authority as security for repayment of the loan and interest.
Also enclosed, are the bills for ordinances adding the North Kona Sewer project ($466,000
- County Funding & $3,104,000 -SRF Funding) and North Kona EfFluent Reuse Upgrade
project ($546,000 -County Funding & $3,643,000 -SRF Funding) into this fiscal year's
Capital Budget.

A. REQUEST:
An Ordinance authorizing the Mayor to enter into an intergovernmental agreement for a State Water
Pollution Control Revolving Fund Loan for Wastewater improvement projects and authorizing the issuance of
$6,747,000 General Obligation Bonds of the County of Hawaii for the purpose of financing the following
projects:
North Kona Sewer $3,104,000
North Kona Effluent Reuse Upgrade $3,643,000
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
