Re: Capital Budget
Enclosed is a bill for an ordinance amending the Capital Budget by appropriating an additional
$600,000 to the Honoka`a Large Capacity Cesspool Replacement project. This project involves the
design and installation of new sewer mains and a new Wastewater Treatment Plant in order to
meet Environmental Protection Agency requirements to eliminate large capacity cesspools. This
bill increases the FY06-07 appropriation from $600,000 to $1,200,000 and brings the total
appropriations for design costs on this project to $1,800,000.
The $1,800,000 needed for design costs is estimated as follows:
1. Honoka'a Collector Sewer - $661,250
2. Wastewater Treatment Plant -approximately $1,100,000
The increase in costs are due to the additional complexity involved in the design of a Wastewater
Treatment and will include property surveying, installation of roadway access, as well as utility
infrastructure (water, electricity, telephone).

A. REQUEST:
Request to amend Ordinance 06-80, Capital Improvement Budget, to increase the appropriation for the
following project:
Honokaa Large Capacity Cesspool Replacement (110.699.5693.18.115) -County from $600,000 to
$1,200,000
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDEDI:
A Project Data/Financial Impact Statement is attached.
The Honokaa Large Capacity Cesspool Replacement project involves the design and installation of new
sewer mains and a new Wastewater Treatment Plant in order to meet Environmental Protection Agency
