The upgrade of the Kealakehe Wastewater Treatment Plant Aeration system is required since existing Biological Oxygen Demand (BOD) and Total Suspended Solids (TSS) mass loading to the facility are higher than design values which has resulted in a reduction of plant treatment capacity. Upgrade of the aeration system will return the plant capacity to existing design value of 5.3 million gallons per day (MGD) which is required to accommodate the planned growth in the Kona area. REQUEST: Request to amend Ordinance 06-80, Capital Improvement budget, to add the following project: Kealakehe Wastewater Treatment Plant Aeration Upgrade -County $300,000 B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): A Project Data/Financial Impact Statement is attached. Upgrade of the Kealakehe Wastewater Treatment Plant Aeration system is required to be provided since existing Biological oxygen Demand (BOD) and Total Suspended Solids (TSS) mass loading to the facility are higher than the plant was originally designed for resulting in a reduction of plant treatment capacity to treat wastewater coming to the plant.
