February 7, 2007 <br /> Members of the County Council <br /> I Janet A. Nakamura residing at 17-329 Palaai Street Keaau, Hawaii 96749 <br /> is speaking against Bi11345. <br /> As an educator for 45 yeazs, I am always aware of safety for all. As I see <br /> the special treatment facility, in my neighborhood. I ask you, how far do <br /> they need to be away from schools. There is a special treatment facility that <br /> exists 3 to 4 blocks away from Keaau Elementary, Keaau Middle School, <br /> Keaau High School and Kamehameha School. Was the safety of these <br /> students considered? Were you only thinking of the clients of this special <br /> treatment facility? What about the safety of the neighbors? I am concerned <br /> with allowing these special treatment facilities to be in a subdivision that is <br /> close to schools and has approximately 45 lots with two dwellings or Ohana <br /> <br /> zoning. This would create an opportunity for many special treatment <br /> facilities. Wouldn't this change the integrity or character of the <br /> neighborhood? Who do we bring our complaints to when these facilities are <br /> not good neighbors? <br /> We ask our schools to be accountable for their students. What about these <br /> special treatment facilities? How many of there clients have left the facility <br /> and are now contributing members of a community? What data do you <br /> have? What is the level of treatment that the clients receive? What agencies <br /> monitor these centers? How often aze they visited, day or night? What <br /> about the staff, aze they finger printed? Are they subject to drug testing? <br /> Are they licensed to work with clients with special needs? What is the <br /> outcome? How aze they evaluated? By the government? Their clients? Their <br /> staff? The community? We often talk about outcomes in education. What <br /> documentation do you have to show that these special treatment centers are <br /> doing their job and meeting their goals? <br /> Should you have spent some money for prevention? Helping the <br /> neighboring schools that have drug problems? Are you being proactive? If <br /> there aze no positive results what changes aze being made? <br /> I would like someone to answer these questions. As a taxpayer, educator, <br /> community member I would like to know the results from the money spent <br /> on these special treatment facilities. <br /> Comm. No. <br /> Ref.
