As an educator for 45 yeazs, I am always aware of safety for all. As I see the special treatment facility, in my neighborhood. I ask you, how far do they need to be away from schools. There is a special treatment facility that exists 3 to 4 blocks away from Keaau Elementary, Keaau Middle School, Keaau High School and Kamehameha School. Was the safety of these students considered? Were you only thinking of the clients of this special treatment facility? What about the safety of the neighbors? I am concerned with allowing these special treatment facilities to be in a subdivision that is close to schools and has approximately 45 lots with two dwellings or Ohana zoning. This would create an opportunity for many special treatment facilities. Wouldn't this change the integrity or character of the neighborhood? Who do we bring our complaints to when these facilities are not good neighbors? We ask our schools to be accountable for their students. What about these special treatment facilities? How many of there clients have left the facility and are now contributing members of a community? What data do you have? What is the level of treatment that the clients receive? What agencies monitor these centers? How often aze they visited, day or night? What about the staff, aze they finger printed? Are they subject to drug testing? Are they licensed to work with clients with special needs? What is the outcome? How aze they evaluated? By the government? Their clients? Their staff? The community? We often talk about outcomes in education. What documentation do you have to show that these special treatment centers are doing their job and meeting their goals? Should you have spent some money for prevention? Helping the neighboring schools that have drug problems? Are you being proactive? If there aze no positive results what changes aze being made? I would like someone to answer these questions. As a taxpayer, educator, community member I would like to know the results from the money spent on these special treatment facilities. Comm. No. Ref.
