RE: Bills 371, 372 and 373 (Draft 5)
Desr Chairman Arakai and Members of the Hawaii County Council:
My name is Nancy Pisicchio. I am testifying today in opposition to
Bills 371, 372 and 373 (Draft 5) on behalf of the Community organization
Plan To Protect. The purpose of Plan To Protect is to encourage the
sustainable use of our Island's land and other resources.
Bill 373 (Draft.5), together will those previously approved for
the Oceanside 1250 project, contains a condition requiring the applicant
to construct the approximately six mile long Mamalahoa Highway Bypass.
Extending from ~'ceauhou to Captain Cook, this Highway would affect
many members of this Organization and have a tremendous impact upon the
physical, natural, social and economic environment over an extensive
area. But no Environmental Impact Statement has been prepared that
would study these impacts.
In order to fulfill the requirements of Chapter 343 HRS, we believe
Bills 371, 372 and 373 (Draft 5) can not be approved until an
environmental assessment of this County action has been produced.
