Dear Honorable Chair and Council Members:
On behalf of the 35 members of The Big Island Chapter of the National Association of Residential
Property Managers representing both east and west Hawaii, we request consideration of the
following testimony regarding Bill 345 ,Section 1 ;changing definitions of °family and °group
living facility:
With the inclusion of Council Member Brenda Ford's amendments we would support this bill,
however, we further petition the council to give consideration to include the following under
Section 1 (a).
(5) A group living facility shall not have less than one (1) onstte parking space for each
iwo occupants.
(6) A group Irving facility must have adequate septic or sewage capacity for the number of
occupants residing in the facility.
We strongly feel that without regulated parking and sewage. capacity controls, this bill could
severely impact the environment and integrity of the property and neighborhood. We ask that you
defer passing this bill until these items have been further reviewed.
