The State of Hawaii Department of Health has authorized funding to the Hawaii County's
Office of Aging for the Healthy Aging Partnership -Empowering Elders Project. These funds,
derived from the U.S. Administration of Aging, will be used to coordinate the mobilization of the
public and private partnerships at the community level to implement and sustain the delivery of
evidence-based prevention through an aging service provider organization. The Office of
Aging will focus its efforts on building the Aging Network capacity in evidence based
programming and effectively embedding an evidence based physical fitness program in the
Aging Network. And, in partnership with the County's Nutrition Program, they will implement
the physical fitness program at select congregate meal sites.
Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State of
Hawaii Department of Health.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this
$78,760 grant to the Office of Aging and the Elderly Activities -Nutrition Program accounts.

A. REQUEST:
1) Requesting a resolution authorizing the Mayor to enter into an agreement with the State Department of
Health, Executive Office on Aging to receive federal grant funds for the Healthy Aging Partnership -
Empowering Elders project.
2) Requesting a bill for an ordinance to appropriate $78,760.00 for the Healthy Aging Partnership -
Empowering Elders project. $3,760 for Office of Aging and $75,000 for Hawaii County Nutrition Program.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The County of Hawaii was awarded grant funds from the Administration on Aging to coordinate the
mobilization of the public and private partnerships at the community level to implement and sustain the
delivery of evidence-based prevention through an aging service provider organization. In addition to Hawaii
County, this statewide effort includes the State Executive Office on Aging and two other Area Agencies on
Aging. Contract is attached.
The Office of Aging will focus its efforts on:
a) building the Aging Network capacity in evidence based programming
b) effectively embedding an evidence based physical fitness program in the Aging Network.

Re: Resolution Authorizing the Office of the Mayor to Enter into an Agreement with the
State of Hawaii Department of Health, Pursuant to HRS § 46-7, for the Healthy Aging
Partnership-Empowering Elders Project.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
