Smart Signs alert drivers in real time of their actual speed, thereby encouraging drivers to pay attention to the speed limit. At the Hawaii County Council meeting held on December 20, 2006, Resolutions 19-06 was adopted to transfer the matching funds from the Clerk-Council Services Contingency Relief account to the Transfer to Highway Fund account.
