Ms. Tarail is a five-year resident of Hawaii and is a member of the Kukuihaele Community Association, the North Hawaii Drug-Free Coalition, Power of Choice - Hamakua, the Hamakua Safety Council, the Honoka`a Business Association, and volunteers at the North Hawaii Hospice. From 1981 to 2001, she was employed by the Sate of California as a Disability Insurance Specialist. Opportunity Provider and Employer PWIRC-3 Page 2 February 21, 2007 Comm. 176: AN ORDINANCE AMENDING CHAPTER 27, FLOOD CONTROL, HAWAII (Bill 51) COUNTY CODE 1983 (2005 EDITION), AS AMENDED, RELATING TO STORMWATER MANAGEMENT From Public Works Director Bruce McClure, dated January 5, 2007, transmitting the above bill. This bill contains numerous amendments that will clarify, augment and insure the department's participation in the National Flood Insurance Program (NFIP) and begin participation in the Program's Community Rating System, which will reduce insurance premiums for all participants. Also reinforces the philosophy ofpro-actively managing flooding by identifying the flood hazard areas, regulating construction and promoting participation in the NFIP within these areas to minimize damages and losses. Proposes to change the title of Chapter 27 from "Flood Control" to "Floodplain Management," to better reflect the department's approach to flooding. Comm. 180: AN ORDINANCE AMENDING CHAPTER 24 OF THE HAWAII COUNTY (Bill 53) CODE 1983 (1995 EDITION) VEHICLES AND TRAFFIC, RELATING TO TEMPORARY CHANGES IN TRAFFIC CONTROLS TO EFFECTUATE TRAFFIC CODE AMENDMENTS (extending Director's temporary authority to make traffic control changes for an additional 90 days) From Public Works Director Bruce McClure, dated February 5, 2007, transmitting the above bill. There have been occasions when the current 90 day period for temporary traffic changes has been insufficient. For instance, the process to amend the County Code to provide for the charges has exceeded 90 days. This would allow for an additional 90 day period without obtaining Council approval.
