Thirty-six (36) organizations have submitted applications for 57 programs, totaling $1,778,800. Attaches a list of organizations, the program titles, and amount requested including three (3) that were ruled ineligible. Comm. 157.1: GRANT REVIEW PROCESS FOR APPLICATIONS RECEIVED FOR COUNTY GRANTS BY NONPROFIT AGENCIES FOR FISCAL YEAR 2007-2008 From Human Services and Economic Development Committee (HSEDC) Chair Emily Naeole, dated February 1, 2007, apprising Councilmembers, nonprofit agencies and the public of the upcoming grant review process, and delineating the role of the HSEDC Chair, Vice-Chair and support staff in evaluating the applications. Recommends continuing the method of application review conducted for Fiscal Year 2006-07. Cites Hawaii County Code §2-139, which governs the procedure for awarding grants and Hawaii Revised Statutes §92-2.5, which governs the method in which the Council can gather information; and recommends members of the site visit interview study group. Also describes the current and historic procedure for receiving grant applications. (Communication 157.2 continues on the next page.) Comm. 174: AN ORDINANCE AMENDING CHAPTER 2, ARTICLE 25, SECTION 2-139 AND (Bill 50) SECTION 2-140 OF THE HAWAII COUNTY CODE 1983 (2005 EDITION), AS AMENDED, ADMINISTRATION, RELATING TO APPROPRIATION OF FUNDS TO NONPROFIT ORGANIZATIONS (establishes procedures for awarding grants to nonprofit organizations from other sources, including the Council's district contingency relief account) From William Takaba, Finance Director, dated January 26, 2007, transmitting the above bill. The current procedures limit the annual grants awarded by the Hawaii County Council ($900,000), and do not cover grants awarded through other means. This bill would broaden the scope of Sections 2-139 and 2-140 by establishing procedures for the awarding of grants to nonprofit organizations from other sources, including the Council's district contingency relief account. Requests that particular attention be given to the current definition of "nonprofit" in Section 2-136. The current definition means that grants to organizations in excess of $25,000 without a current SOl (c)(3) tax-exemption from the Internal Revenue Code would be subject to competition.
