A FLOOD BASIN FOR THE MOHOULI HOUSING PROJECT

¦ Background
- The County received permission in the 1970's to route and pond water,
temporarily, on certain parcels until Kukuau Street was realigned.
- The County abandoned the Kukuau Street project with associated drainage
improvements in the late 1980's without knowledge of the planned drainage
improvements.
- The planning to resolve these drainage concerns began in 2003.
- The parcels in question don't have a drainage easement covering the flow
and ponding of water.
¦ County Position:
- The parcel owners should be compensated for their loss.
- It's cheaper to buy the parcels rather than build the originally proposed
drainage system.
¦ Why are we asking for these funds?
- To provide property owner's fair compensation for the use of their property
as a flood basin for the Mohouli Housing Project.
¦ Plan of Action (See attached map.)
- Acquire fee title to TMK 3rd Div.: 2-4-025: 050, 052 & 093.
- Acquire drainage easements from TMK 3rd Div.: 2-4-025: 48, 80 & 59.
- Provide drainage capacity improvements on TMK 3rd Div.: 2-4-025: 050,
052 & 093 to eliminate need to acquire TMK 3rd Div.: 2-4-025: 049 & 053
- Today's construction estimate is $3,230,000 for a drainage system, detailed
in the 1973 original construction plans.
