Re: Proposed Draft 4 of Bill 37 -General Fund's Fund Balance
At the Hawaii County Council's Committee on Finance meeting held on February 6, 2007,
Controller Deanna Sako was instructed by the Council to find the monies within the General
Fund's Fund Balance appropriations to increase the Legislative Contingency Relief account
appropriation to $900,000. The monies needed to achieve this task will come partially from
the funds earmarked for the county's share of the earthquake damages (which has an
appropriation of $5,000,000 to the Transfer to Capital Projects Fund) and by zeroing out the
Transfer to Budget Stabilization Fund appropriation. We hope to replenish the appropriation
to the earthquake damages account in next fiscal year budget.
Also, County Clerk Casey Jarman is requesting amendments to the fund balance
appropriation bill affecting some of the Legislative Branch's accounts. These include
appropriations to the Clerk's OCE (Miscellaneous Contractual Services) account and to the
S&W (Overtime) and OCE (Postage & Freight and Electricity) accounts of the Elections
Division. The monies for these appropriations will further decrease the earthquake damages
funding.
Enclosed is the proposed Draft 4 of Bill 37, which adds an appropriation for the Clerk-Council
Svc - OCE account ($84,000), the Elections Division S&W account ($2,000 for Overtime), the
Elections Division OCE account ($4,000-Postage & Freight & $10,000-Electricity); and
increases the appropriation to the Legislative -Contingency account (by $270,000). Draft 4
also reduces the appropriations to the Transfer to Capital Projects Fund account (by
($264,975) and the Transfer to Budget Stabilization Fund account (by $105,025).
