Re: Resolution No. 75-07 Creating a Departmental Personnel Clerk Position for the
Department of Finance
Resolution No. 75-07 creates a Departmental Personnel Clerk position for the Department of
Finance. Although this position is needed to provide immediate backup assistance for our
Personnel Assistant II, it will also assist with increased personnel responsibilities when the
Motor Vehicle Registration branch of the Treasury division merges with the Driver Licensing
and Periodic Motor Vehicle Inspection (PMVI) divisions of the Police Department. The
proposed new Vehicle Registration and Licensing Division will be administered by the
Department of Finance.
Vehicle Registration and Licensing (VRL) Division
The creation of the VRL division is a concept that was studied prior to this administration. It's
functions will be similar to those of other counties in Hawaii an many other jurisdictions
nationwide.
Purposes. The purposes of the consolidation of the Motor Vehicle Registration branch with the
Driver Licensing and PMVI divisions are as follows:
• To improve services to the public by offering regional one-stop VRL service centers in Hilo,
Kona, Waimea, Pahoa, and Kau.
¦ To promote efficiency of operations by cross-training staff to carry out more functions.
¦ To enable the Police Department to focus on its core functions of fighting and preventing
crime.
To enable the Treasury division to concentrate on investments, banking, and municipal
financing.

Sites. If approved, we expect to eventually open regional VRL service centers in Hilo, at the
former Real Property Tax office on Piilani Street (1/1/08); in Kona, at the new West Hawaii
Civic Center (upon completion); in Waimea, at the Parker Ranch Center (10/1/07); in Pahoa, at
the planned Pahoa Police complex (upon completion); and in Kau at a site to be determined.
Licensing services currently provided at Laupahoehoe, Honokaa, and Kohala on a limited basis
will eventually be shifted to Waimea.
Budget. The FY 2007-08 budget will include funding for the new division, and rent for a new
Waimea facility.
Timeframe. Staff of the Finance, Police, and Human Resources departments have been meeting
for almost a year to research, plan, and coordinate the consolidation. If approved, we would like
to begin phasing into the new division from October 1, 2007, and be completely operational by
January 1, 2008.
Conclusion
I would like to emphasize that Resolution No. 75-07 creates a Personnel Clerk position that is
needed by the Finance Department even without the creation of the VRL division. With the
current size of our staff (102 employees), it is very difficult for just one person to keep up with
the volumes of personnel work that must be handled on a daily basis. With the addition of the
VRL division, the work will compound and efficiency will drop significantly.
