HomeMy WebLinkAboutRES 030 Draft 02 2006-2008 p yY COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. 0~ (D~F-r 2 ) RESOLUTION REQUESTING THAT THE MAYOR ISSUE A DH2ECTIVE TO IMPLEMENT RECYCLING PROGRAMS AT ALL COUNTY AGENCIES AND DEPARTMENTS WHEREAS, the Update to the Integrated Solid Waste Management Plan for the County of Hawaii adopted by Resolution No. 238-02, Draft 5 on November 20, 2002, identified island- wide diversion of solid waste from landfills by source reduction, reuse, and recycling as a major objective; and WHEREAS, on January 23, 2003, the County Council adopted Resolution No. 28-03, Draft 2, which further set forth goals and policies to divert 50% of solid waste from any landfill by 2008, and 80% of solid waste that would otherwise go to any landfill by 2013; and WHEREAS, landfills have a finite capacity and permitted air space, with the South Hilo Landfill projected to reach its maximum capacity in no more than two to four years, and the Pu`uanahulu Landfill reaching capacity at some point in the future upon exhaustion ofpermitted air space; and WHEREAS, landfills aze expensive to maintain in order to comply with strict Federal Environmental Protection Agency and State Department of Health requirements while in service and during post-service monitoring for a minimum of 30 yeazs after closure; and WHEREAS, a new South Hilo Landfill would be difficult and expensive to construct and maintain, and siting of any solid waste disposal facility has proven to be controversial and time-consuming; and WHEREAS, by diverting reusable materials out ofthe waste stream, recycling prolongs the life of landfills; and WHEREAS, newspapers, office paper, cazdboazd, aluminum cans, glass containers, plastic containers, toner cartridges, and computer and other equipment components aze examples of recyclable materials that could be captured at the workplace and diverted from landfills; and WHEREAS, recycling in the workplace can be accomplished at relatively low cost, with one part of the solution being as simple as placing a box labeled "Recycling Box" at each County employee's work station; and WHEREAS, the County needs to be a leader in island-wide recycling efforts by encouraging voluntary recycling in the workplace and leading its citizens by example; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Mayor is hereby requested to proclaim Hawaii County's commitment to solid waste diversion, reduction, reuse and recycling efforts and to issue a directive to implement recycling programs at all County agencies and departments BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this resolution to the Mayor.
