Your Committee on Environmental Management, to which was referred Bill No. 151. reports as
follows:
Bill 151, transmitted by Environmental Management Committee Chair Bob Jacobson, via
Communication No.436, dated August 31, 2005, relating to littering and refuse disposal.
The purpose of this Bill is to:
• Bolster enforcement of existing littering and refuse disposal provisions,
• Reinforce deterrence by adding that each day constitutes a separate offense, and
• Standazdize the language for enforcement throughout the whole of Chapter 20.
Your Committee on Environmental Management approved Draft 2 to Bill 151, transmitted by
Council Member Bob Jacobson, dated October 14, 2005 that changes the penalties for illegal
refuse disposal by:
1. Increasing the maximum fine to $1,000 for each violation
2. Adding imprisonment, with a sentence of up to 30 days for each violation
3. Adding a sentence of both fine and imprisonment, and
4. Removing the option of community service.
Your Committee on Environmental Management is in accord with the purpose and intent of Bill
151 as amended to Draft 2, and recommends it pass first reading.
