Your Committee on Public Works and Intergovernmental Relations, to which was referred
Communication 106, reports as follows:
Communication 106, transmitted by Mayor Harry Kim, dated January 25, 2007, nominates John J.
Fernandez from Council District 9 and Elizabeth J. Hultman-Salfen from Council District 5 to the
Hawaii County Transportation Commission.
Mr. Fernandez of Council District 9 is a lifelong resident of Hawaii and is retired from Renter's Choice,
where he was employed as a manager from 1992 to 1997. Not affiliated with any political party, if
confirmed, he will serve a term to expire on December 31, 2011, replacing Mr. Michael Sumja, whose
term expired on December 31, 2006. Ms. Hultman-Salfen is an 18-year resident of Hawaii. She is
currently the manager of the Nanawale Community Association. From 1991 to 2000, she was employed
by Paul H. Rosendahl, Ph.D., Inc., as a project accountant. Not affiliated with any political party, if
confirmed, she will serve a term to end on December 31, 2009.
Chairperson Ford asked that vote on the confirmations be bifurcated. As Ms. Hultman-Salfen was unable
to attend, it would make it easier to discuss the appointments and to vote on them separately. The motion
to bifurcate the appointment hearing was made by Councilman Jacobson and seconded by Angel Pilago.
The Council agreed unanimously and proceeded with the nomination of Mr. Fernandez.
Tom Brown presented Mr. Fernandez to the Council. Council Chair Hoffmann, as a past Transportation
Commissioner said that he supported the appointment. There was a discussion about getting
Commissioners to meetings for a quorum. Mr. Brown said that he currently had only three members and
needed two more for a quorum. Mr. Fernandez said that he would attend meetings. Councilmember
Pilago asked if Mr. Fernandez supported the free island-wide transportation system. Mr. Fernandez said
that he did. Councilman Pilago asked if Mr. Fernandez had any ideas on future mass transit.
Mr. Fernandez said he would need to study the matter.
Your Committee on Public Works and Intergovernmental Relations recommends confirmation of the
appointment of Mr. Fernandez to the Transportation Commission.
