Your Committee on Public Works and Intergovernmental Relations, to which was referred Resolution
No. 55-07, reports as follows:
Resolution No. 55-07, transmitted by Council Chair Pete Hoffmann, via Communication No. 134, dated
January 24, 2007, amends Resolution No. 55-07, wherein the Council adopted its Rules of Procedure and
Organization of the Council of the CounTy of Hawaii on December 4, 2006.
The amendments to the Council Rules of Procedure and Organization are to Rule 2, Meetings, Rule 16,
Motions and Rule 17, Bills and Resolutions. The measure would also repeal Rule 22, Legislative
Auditor; Rule 31, Deputy County Clerk; and Rule 32, Legislative Research Branch. Finally, the
resolution would change the word "Chair" to "Chairperson" throughout.
Council Chair Hoffmann emphasized that the Council should conduct their operations in a clear, fair
manner. He feels that the Council's rules should be dynamic and subject to change as deemed necessary
by members.
Councilmember Higa was concerned that the Rules regarding the Legislative Auditor and Deputy County
Clerk were being deleted. He felt that the duties of these individuals should be written in the rules in
order for them to be clear to the public and to the Department of Human Resources. County Clerk Casey
Jarman explained that removing these rules was due to her organizational philosophy and would give her
more flexibility in managing the department; however, she stated she was happy to re-insert the rules
should the Council Members wish to do so.
For informational purposes, Mr. Higa voted "kanalua two times."
Your Committee on Public Works and Intergovernmental Relations is in accord with the purpose and
intent of Resolution 55-07, and recommends its adoption.
