Your Committee on Finance, to which was referred Bill No. 37, reports as follows:
Bill No. 37, transmitted by Director of Finance William Takaba, via Communication No. 131,
dated January 24, 2007, amends Ordinance No. 06-79, as amended, the Operating Budget,

Bi1137 Draft 2, transmitted by William Takaba, Director of Finance, via Communication
No. 131.1 dated January 31, 2007, which increases the Building RBcM-OCE account by
$186,784, and reduces the Transfer to Budget Stabilization Fund account by that amount. The
purpose of this increase is due to the County's insurance policy cost by a rippling effect from the
past natural disasters (hurricanes on the mainland during 2005 and the October, 2006
earthquakes in the State of Hawaii) and the coverage of additional County facilities and
locations.
Committee Member Donald Ikeda proposed amendment to Bill No. 37, by decreasing the
Budget Stabilization fund balance by $630,000 and transfer said amount to the Clerk-Council
SVC Contingency Relief Fund account (010.101.5101.91).
William Takaba, Director of Finance, informed Your Committee that they will review the
General Fund fund balance and report at the next Council meeting whether or not the Finance
Department were able to locate funding in the amount of $100,000 instead of $70,000 as
proposed in Draft 3.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 37 as amended
with Draft 3, and recommends it pass first reading.
