Your Committee on Planning, to which was referred Communication No. 107, reports as
follows:
Communication No. 107 from Mayor Harry Kim, dated January 17, 2007, nominates the
following individuals to serve on the Hawaii County Planning Commission:
Council District 1 - Mr. Takashi Domingo is a 67-year resident of Hawaii who is currently
retired. Mr. Domingo formerly worked as a Hawaii County Special Assistant from 1997 to
2002, and prior to that he served for 20 years as a Councilman for District 1 on the Hawaii
County Council. Mr. Domingo states he is a democrat and, if confirmed, he will serve a term to
expire on December 31, 2011, replacing Mr. Fred Galdones, whose term expired on December
31, 2006.
Council District 6 - Mr. Rell M. Woodward has been a resident of Hawaii for 1-112 yeazs. He
was employed as a physician at OB-GYN Association in Houston, Texas from 1980 to 2002.
Mr. Woodward is the President of Ocean View Community Development Corporation, treasurer
of the Hawaii an Ocean View Road Maintenance Corporation and member of the Board of
Directors of the Ocean View Chamber of Commerce. Mr. Woodward states he is not affiliated
with any political party and, if confirmed, he will serve a term to expire on December 31, 201 I,
replacing Mr. Jeffrey W. McCall, whose term expired on December 31, 2006.
Pursuant to Section 6-4.3, Hawaii County Charter, the Planning Commission shall consist of
nine (9) members, one from each council district, appointed by the mayor with the approval of
the council.
At the February 6, 2007 Planning Committee meeting, a motion by Council Member Jacobson,
seconded by Council Member Ikeda to bifurcate the two nominations was unanimously
approved.
Corporation Counsel Lincoln Ashida noted that Mr. Domingo was available at 10:00 a.m. when
the Committee on Planning was set to start however, due to the committee schedule running
overtime, Mr. Ashida told Mr. Domingo it was okay to leave for his other scheduled
appointment.

Council Member Yagong nominated Mr. Domingo to the Planning Commission and requested
approval and confirmation. Council Member Yagong noted that Mr. Domingo was serving on
the Liquor Commission and he resigned that position so that he could be considered for the
Planning Commission. Mr. Yagong stated that in speaking with Mr. Domingo one of the things
that impressed him was his support for the Community Development Plan process and his
feeling that input from the community should come first and then brought before the Council.
Mr. Yagong stated some may remember Mr. Domingo as being pro-development having served
on the Council, however, Mr. Yagong felt that given Mr. Domingo's position regarding the
Community Development Plan process and that he is an honorable man, he would bring an
important aspect to the Planning Commission.
Corporation Counsel Lincoln Ashida noted that Mr. Domingo served two of a five year term on
the Liquor Commission and when this opportunity came up he resigned from the Liquor
Commission. Mr. Ashida noted there's no legal prohibition for citizens to serve on multiple
boards and commission.
Council Member Ford stated that she supports not having one person serve on multiple
commissions because it defeats the purpose of community involvement. Ms. Ford stated when a
person serves on a commission ar board, they know in advance it's for five years, the community
puts its faith in that person to serve the five-year period of time and for someone to switch
commissions is bothersome. Therefore she cannot support this nomination.
Council Member Jacobson stated in deference to Mr. Yagong he supports this nomination as he
feels Mr. Domingo is intelligent and is glad that Mr. Domingo is paying close attention to the
CDP process. Mr. Jacobson stated he hopes and assumes Mr. Domingo is sincere and that he
will listen to people.
Council Member Naeole stated she highly respects Council Member Yagong and because he
represents that district she supports his recommendation of Mr. Domingo.

Your Committee on Planning recommends confirmation of Mr. Takashi Domingo of Council
District 1 to the Hawaii County Planning Commission.
