Your Committee on Planning, to which was referred Resolution No. 44, reports as follows:
Resolution No. 44, transmitted via Communication No. 112 from Council Chairman Pete
Hoffmann, dated January 19, 2007, presents a Resolution to Temporarily Delay Council Action
on Rezoning Applications in the District of North Kohala which Permit Transient Lodging
Accommodations or which Re-designate Agricultural Land into Zoning Districts with a
Minimum Land Area less than Twenty (20) acres in size, until the North Kohala Community
Development Plan is Adopted by Ordinance, or until February 22, 2008, Whichever Shall Occur
First.
At the February 6, 2007 Planning Committee meeting, public testimony was presented by the Joe
Caravalho of Kohala (in support), Mr. Henry Nulan of Kohala (in support) and Ms. Lucena
Pasco (in support) and who strongly urged the Council to give the Community Development
Plan group the time and opportunity to plan for the future of Kohala.
Council Chair Pete Hoffmann noted that Mr. Caravalho, Mr. Nulan and Ms. Pasco are three of
the best examples of community leaders in his district and stated he would do everything he can
to ensure that North Kohala has an effective community development plan at the conclusion of
the Community Development Plan process.

Your Committee on Planning is in accord with the purpose and intent of Resolution No. 44 and
recommends its adoption.
