Counry Council Subject: Public hearing/Council Meeting regarding sewer line extension. Located in Papaikou, Hawaii. Presented by: Max M. Shoura, P.E. Hello, my name is Max M. Shoura. I am a Senior Civil Engineer, [work for GMP associates, Inc., an engineering consultant firm. I am the project engineer representing the County of Hawaii, DPW Wastewater Division on site, in the on-going construction work in the Papaikou project. This a project that was well received by this actively involved community. We appreciate the time the council is taking in consideration of this project. I am sure that you understand that this proposed work is a sound environmental solution to a long term problem. As the construction management consultant for this project, we strongly believe that the time to construct this proposed extension is now. I will state my reasons for believing so. 1. From an environmental point of view, the extension will eliminate the use of cesspools, their long term impact, and the risk associated with them. 1 am sure that there are others who would testify in more details on the environmental issues. 2. We encountered an unprecedented welcome during the course of this construction. I may add that I personally felt very good out of the input and help that we received from this community during the installation of the sewer network in this neighborhood. This newly proposed sewer extension will compliment the current construction work to provide the community with n more complete network putting more people on line wide the public wastewnter system. Previous to this hearing, there were numerous meetings in the community of Papaikou. We heard many views stated during these community meetings. The concerns of the community were addressed. It appears that an overwhelming majority of residents in the Papaikou area are in favor of adding sewer lines in their neighborhood. 3. Installing the sewer lines will be done sooner or later. Please consider the advantages of performing the work now. Ifthis new extension would be performed in the future, and it will, there will be a much higher price to be paid for this work. The cost to go through the process is from such items as: a. Provide for project funding. b. Initiating a new contract by the County. q c. Hiring the engineer. ,L I. ~Z Comte. Diu. Selecting the contractor. e. Mobilizing and demobilizing crews and equipment. f. Providing for possible escalation of cost. g. Performing quality control and inspection. h. Providing contract management. At this time, there is an existing contract for the installation of a network of sewer lines in the Papaikou area. The contract started on June 5, 1996. It is proposed that this existing contract be amended to install the proposed extension. This existing contract is the result of the standard bidding and award procedures. That is after the planning, engineering and design were completed, bids were submitted by various companies and a low responsible bid by a qualified bidder was selected to perform the job. The selected lowest bidder was some 20% lower than the next lower bid which is substantial in this competitive business. The price of the proposed work will be only the direct costs ojconstruction and inspection, and they wall be based on the same unit cods of this on-going contract. The community will surely appreciate your favorable vote on this issue. We believe that the few individuals that opposed the extension will also be thankful to you in the future once they realize the benefits of having a complete wastewater network system that is provided and maintained by a qualified public agency personnel.
