SUBJECT: Update on the Kona Community Development Plan (CDP)
The Planning Department would like to provide you with the following update of the
Kona CDP planning process.
Who is working on the Kona CDP?
The County of Hawaii entered into an eighteen (18) month contract with Wilson
Okamoto Corporation from Honolulu, Hawaii, effective July 5, 2005 to serve as the
Prime Consultant for the North and South Kona CDP. The Planning Department serves
as the lead and coordinating agency with the Department of Research and Development -
Hawaii County Resource Center (HCRC) assisting with support services for this contract.
Due to the Planning Department's limited staff capabilities, Nancy Pisicchio was
contracted to serve as the Project Manager and Louise Winn as Recorder for the Kona
CDP effort. We are presently in the process of granting a time extension to Wilson
Okamoto Corporation to complete the contract.
What is the budget for the Kona CDP?
The Planning Department has a budget of $530,000.00 for the North and South Kona
CDP project. As of December 31, 2006, we have paid the consultants $453,600.00
leaving a balance of $76,400.00 in the account.

What is the Status of the Kona CDP Process?
The Kona CDP is our first pilot CDP project and it is the first long-range plan that the
Planning Department has conducted in over 16 years. Subsequent to the Kona CDP, we
have begun to work in the Puna and North and South Kohala communities. These
projects have required a new set of knowledge, attitude and skills for our department staff
and it has been both a challenge and an exciting opportunity to work on all of these
projects.
During the first phase (last 1-1/2 year) of the Kona CDP, we embarked on an intensive
public outreach process. Numerous communities meetings were held -including small
group meetings, public meetings, charrettes, working group session. We have attached 3
summaries of those meetings held. This has been one of the most comprehensive public
engagement effort undertaken in the drafting of a County Community Development Plan.
We are in the second phase, which is primarily centered on creating the final product.
Our focus is to develop a CDP that articulates clear actions with tangible tools that will
guide the County of Hawaii over the next 10-20 years in implementing the plan once it is
adopted.
What is the Timeline for Completion?
With our present timeline, we anticipate that a Drag Kona CDP document will be
presented to the Kona CDP Steering Committee in early July 2007. Subsequent to the
Steering Committee's review, revisions may be made to the document. The Planning
Director will then forward the CDP to the Planning Commission for its review and
recommendation to the County Council for final adoption. Our goal is for the plan to be
adopted by the County Council by November 2007.
What are the Next Steps?
We are waiting for final reports from several subconsultants as well as gathering
information from a number of sources. The remaining tasks involve summarizing the
working group reports and community profiles, reviewing and analyzing subconsultant
reports, and sifting through and assimilating public input and working group results and
distilling it into a format. We will continue to move toward a draft product for the
steering committee by July 2007.
