Comm. 190: AN ORDINANCE TO AMEND ORDINANCE NO. 06-79, AS AMENDED,
(Bi1158) THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE
FISCAL YEAR ENDING JUNE 30, 2007 (by appropriating an additional $10,000 to
the Traffic Division Equipment account for the purchase of two (2) Smart Signs to
hely control speeding on Paniolo Drive in Waikoloa Village)
From Finance Director William Takaba, dated February 12, 2007, transmitting the
above bill In addition to funds donated by the Waikoloa Village Association,
discretionary funds from Council District 9 will also be used towards the purchase of
these two Smart Signs. Smart Signs alert drivers in real time of their actual speed,
thereby encouraging drivers to pay attention to the speed limit.
Comm. 195: A RESOLUTION COMMITTING TO FUNDING THE COST ITEMS AWARDED
(Res. 82-07) TO THE HAWAII FIRE FIGHTERS ASSOCIATION BY ARBITRATION,
AFFECTING FIRE FIGHTERS IN BARGAINING UNIT 11 FOR THE
CONTRACT PERIOD JULY 1, 2007 THROUGH JUNE 30, 2011
From Mayor Harry Kim, dated February 15, 2007, transmitting the above resolution,
which authorizes the appropriation in future fiscal years of funds to cover the cost
items awarded by the arbitration panel to resolve the impasse between the employers
and the Hawaii Fire Fighters Association for Bargaining Unit 11. The award covers
the contract period from July 1, 2007 to June 30, 2011. The attached exhibit shows
the cost of the adjustments over the term of the contract.
Comm. 201: WORKSHOP ON COMMUNITY FACILITIES DISTRICT (CFD) FINANCING
From Council Chair Pete Hoffmann, dated February 20, 2007, requesting the above
workshop. Outlines the content of the workshop, which will be conducted by
Dave Freudenberger of Goodwin Consulting Group. Special Assistant to the Mayor
Roy Takemoto will provide an update on the progress of the Waikoloa Regional
Roadway CFD.
Comm. 204: 2006 ANNUAL REPORT TO THE MAYOR FROM THE PUBLIC ACCESS, OPEN
SPACE AND NATURAL RESOURCES PRESERVATION COMMISSION
From Mayor Harry Kim, dated February 21, 2007, transmitting the above report. The
Commission has once again reviewed various parcels of land and developed a
prioritized listing of the lands and/or property entitlements for acquisition.
Recommends that during 2007, the County continue to focus exclusively on the
acquisition of the four parcels of land that together comprise the Kawa`a/Kawa`a Bay
property; and the Waipi`o Lookout parcel. The reason for this recommendation is that
the Administration, at the Council's direction, has begun negotiations to acquire these
highest priority lands, and if fully carried out, estimates these acquisitions will require
all of the funds available now and expected to be available through December 2007,
when the next listing will be received from the Commission.

Comm. 205: AN ORDINANCE TO AMEND ORDINANCE NO. 06-79, AS AMENDED,
(Bi1164) THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE
FISCAL YEAR ENDING JUNE 30, 2007 (by appropriating an additional $2,500 into
the Department of Environmental Management's Used Oil Collection/Disposal
Recycling Program account and to bring the total grant award to $67,500)
From Finance Director William Takaba, dated February 21, 2007, transmitting the
above bill. The funds will be for a used motor oil program and for conducting
education and outreach on that program. In the current fiscal year's budget, $65,000
was appropriated in anticipation of this grant.

Comm. 183: AN ORDINANCE PROVIDING FOR THE ESTABLISHMENT OF THE KAILUA
(Bi1155) VILLAGE BUSINESS IMPROVEMENT DISTRICT NO. 1 (to provide for and
finance supplemental services and improvements in Kailua Village, pursuant to
Hawaii County Code, Chapter 35, Article 2, Section 35-11)

Submitting Testimony: Those persons wishing to testify in person or by videoconference must register
with the County Clerk's staff. Those testifying in person and submitting written testimony at the
meeting in Hilo should bring seventeen (17) copies of the testimony for distribution at the meeting.
Those testifying by videoconference from the Kona or Waimea Council Offices, should bring one copy
of the testimony. Those persons unable to testify in person or by videoconference may submit
testimony (1) by mail to the County Clerk's Office in Hilo at 25 Aupuni Street, Hilo, Hawaii, 96720,
(2) by facsimile to (808) 961-8912, or (3) by e-mail to counciltestimony@co.hawaii.hi.us. Please
submit a separate testimony for each item. For testimonies received via a-mail or fax, copies will be
made and distributed at the meeting when transmitted in a timely manner. In any case, both oral and
written testimony will be made a part of the public record.
Notice to Lobbyists: If you aze a lobbyist, you must register with the Hawaii County Clerk within five
days of becoming a lobbyist {Article 15, Section 2-91.3(b), Hawaii County Code}. A lobbyist means
"any individual engaged for pay or other consideration who spends more than five hours in any month
or $275 in any six-month period for the purpose of attempting to influence legislative or administrative
action by communicating or urging others to communicate with public officials." {Article 15, Section
2-91.3(a)(6), Hawaii County Code}. Registration forms and expenditure report documents are
