UNFINISHED BUSINESS Comm. 155: From Planning Commission Chair William Graham, dated February 1, 2007, transmitting the Planning Commission's recommendations on Bill 326 for the Council's favorable recommendation. The Planning Director agrees that a new University District is warranted. The Planning Commission concurs with the Planning Director and his recommended changes to the bill which includes the addition of other uses (student health clinics, university credit union, post office, fraternity and sorority houses and student and employee apartments and houses); specifies an overall height limit of 60 feet, regardless of location; a minimum building site area of 10 acres, except that the minimum lot size of a leased lot may be 7,500 square feet; minimum yards, front and rear - 20 feet and sides - 10 feet. He also recommends regulations to include that a maximum of 20 percent of a University District's land area may be in commercial use; and the Planning Director is authorized to vary parking requirements for on-campus housing offices and pedestrian-oriented commercial uses. Comm. 1030: AN ORDINANCE AMENDING CHAPTER 25 (ZONING CODE) OF THE HAWAII (Bill 326) COUNTY CODE 1983 (2005 EDITION, AS AMENDED), RELATING TO A (2004-2006) UNIVERSITY DISTRICT (adds a new definition of "University" to §25-1-5 and adds a new division entitled "UNV, University District," to Article 7 "S~ecial District Regulations") From Council Chair Stacy Higa, dated August 20, 2006, transmitting the above bill. Present provisions for zoning limit the ability For universities and colleges to provide a complete and conducive environment and sense of community on campus. The establishment of a "University" special district will provide greater flexibility in establishing a mix of uses which are intended to enhance the campus environment of a university or college.
