Additional facts regarding resolution No. 33 97 l~~n
1. We were informed by Councilman Dominic Yagong that Linda Reeves from EPA
Honolulu advised him that:
A. The 75% would be met with completion of Paukaa Phase 2, and Papaikou
Phase 2, which did not include Kaapoko Hmstd. Rd..
B. She was not even aware of a plan to sewer Kaapoko Hmstd. Rd.
C. Dominic informed us that EPA had contacted his office and informed him that
Public Works had phoned them stating that they needed Kaapoko Hmstd. Rd. in order
to comply with the 75%. Dominic informed us he has requested a letter from EPA
substantiating these facts.
2. EPA has never expressed a concern about the lack of compliance.
3. In 1992 or 1993 Public Works gave the EPA a figure of 40% compliance. They are
now telling the Council they are at only 23%. Is this an effort to force Council to vote to
include Kaapoko Hmstd. road? Why this discrepancy?

1. Total 28 homes
A. 10 families are retired, and many are quite elderly, with low fixed incomes.
Many of these people have lived on this street over 30 years.
B. 10 homes are on new County approved systems, installed within the past 6
years.
C. 5 homes are unable to hook up due to the distance and/or below grade levels.
2. The new homes have installed systems approved by the county and have just or
are just completing extra concrete slabs or drives to improve their residence. Many of
these changes are directly in the way if sewer lines would have to be run, thus causing
great financial difficulties.
3. We believe that sewer systems are good and we support these systems to help
clean our Ocean environment. We also believe that the county should plan ahead for
these changes so that people can incorporate their home designs to include these
future plans.

While we know that not all of these homes could be hooked up is an easy manner,
doing just a few of them would benefit waste water flow to the Ocean.
Conclusion
We believe that the County Council acting as the responsible representative of the
people should turn down this resolution. If not for the fact that it is wasting money, then
it should be for the lack of facts. Kaapoko Hmstd. Rd. will be there in the future, so that
when correct studies have been done and all the facts can be presented in truth, an
intelligent decision can be made.
