McClure, P.E., Director r.~ Department of Public Works ~ SUBJECT: BILL 51 -BILL TO AMEND CHAPTER 27, RELATING TO FLOOD CONTROL OF THE HAWAII COUNTY CODE At our February 23'~ meeting you had indicated that the present requirement to have developer's dispose of the development generated runoff based on a 1-hour, 10-year storm is not working. Be advised that the Planning Department began to impose this requirement, on our recommendation, sometime between 1980-85 and was applied to certain subdivisions and developments. It has since become a standazd Public Works recommendation. The examples you had cited did not have or pre-date the requirement, so they do not reflect the effectiveness of the 10-year storm standard. If you can cite other examples of more recent (post 1983) subdivisions and developments, we will be happy to investigate. For your information, the Cook's Landing Subdivision did not have this requirement though it did become an issue during the dedication process; and Tom Pace's golf course was an approved land use when it was initiated, consequently our Planning Department made no drainage improvement requirements for the golf course. irb: Pete Hoffman K.
