SUBJECT: Transmitting an approv oor amendment to Bill 51
An Ordinance Amending Chapter 27, Flood Control, Hawaii County Code 1983
(2005 Edition), as amended, Relating to Stormwater Management.
Attached for inclusion in Drafr 2 of Bi1151, relating to Flood Control, is the floor amendment
which Councilmember Hoffmann proposed at the February 21, 2007 Public Works and
Intergovernmental Relations Committee meeting. The amendment was adopted unanimously by
the Committee and should be included in Draft 2 of Bill 51, when it is brought forward for first
reading before the Hawaii County Council on March 9, 2007.
The amendment adds language to Section 27-20(e) of Chapter 27 to clarify that all new
subdivisions will be required to submit a site drainage plan, in addition to the other developments
which are covered under section 25-2-72(3), as follows:

All new subdivisions and [t411] developments requiring a site drainage
plan under section 25-2-72(3) shall subrliit such a plan for review and
approval by the director of public works. The site drainage plan shall
comply with sections 27-20(a) and (b) and section 27-24, and shall include
a storm water disposal system to contain run-off caused by the proposed
development, within the site boundaries, up to the expected one-hour, ten
year storm event, as shown in the Department of Public Works "Storm
Drainage Standards," dated October 1970, or any approved revision,

unless those standards specify a greater recurrence interval. The amount
of expected runoff shall be calculated according to the Department of
Public Works "Storm Drainage Standards," dated October 1970, or any
approved revision, or by any nationally-recognized method meeting with
the approval of the director of public works. Runoff calculations shall
include the effects of all improvements."
