RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF A LATER FISCAL
YEAR AND OF MORE THAN ONE FISCAL YEAR FOR AMULTI-YEAR
CONTRACT FOR SERVICES OF COLLECTION AND HAULING OF
RECYCLABLES AT ISLAND-WIDE SOLID WASTE TRANSFER STATIONS
WHEREAS, Section 10-11 of the County Charter requires that any contract, lease or other
obligation requiring payment of funds from the appropriations of a later fiscal year or more than one
fiscal year be approved by resolution; and
WHEREAS, in order to conserve our resources, the recycling of glass, cardboard,
newspaper, mixed papers, plastics, scrap metals, and greenwaste is preferable to landfilling; and
WHEREAS, since the majority of single family residences dispose of their waste at the
transfer stations, it is essential to maximize recovery of resources by providing convenient, easy to
use, and well maintained recycling drop-off centers at all transfer stations; and
WHEREAS, the county will provide space at the transfer stations for the recycling of
designated material streams and these stations will be serviced by the selected vendor; and
WHEREAS, the County now finds it in their best interest to contract for private services of
collection and hauling of recyclables with atwo-year agreement, with two one-year options to
extend contracted services.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that in accordance with Article X, Section 10-11 of the Hawaii County Charter, the Mayor is hereby
authorized to enter into amulti-year contract for services of recycling collections and hauling from
island-wide solid waste transfer stations and that sufficient funds be budgeted in future fiscal years
to cover the anticipated obligation of the County under the terms of the agreement.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii shall transmit copies of
this resolution to the State of Hawaii Department of Health, the Office of the Mayor, and the
Departments of Finance and Environmental Management.
