RESOLUTION CREATING A POLICE SERGEANT POSITION FOR THE HAWAII
COUNTY POLICE DEPARTMENT
WHEREAS, with the increase in violent crimes and sophistication of the criminal elements,
the Hawaii County Police Department has developed a Special Response Team (SRT) unit; and
WHEREAS, with the current team consists of eighteen (18) members, of which seventeen
(17) are part time and one position, Police Lieutenant, is full time; and
WHEREAS, the SRT unit is responsible for serving the high risk warrants, dealing with
barricaded and hostage situations, and also provide quality training for the police recruits and
refresher training for the active police officers; and
WHEREAS, the SRT personnel will be taking the lead in training the police department
personnel in the "Use of Force" policies and in the practical skills needed to utilize the various
department issued devices that the officers are equipped with; and
WHEREAS, the creation of a Police Sergeant, PO-11, position in the SRT unit will provide
needed assistance to the team's lone supervising Police Lieutenant position; and
WHEREAS, the new position will enable the SRT unit to be more efficiently coordinated,
supervised, and managed; and
WHEREAS, there should be sufficient funds in the Police Department's Administrative
Services' Regular Salaries and Wages account (010-201-5203.51-011); and
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states that the Mayor
has the power to "Create positions...fortyhich appropriations have been made by the council...".
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that a Police Sergeant, PO-11, position be created in the Hawaii County Police
Department.
BE IT FURTHER RESOLVED that there should be sufficient funds in the Police
Department's Administrative Services' Regular Salaries and Wages account (010-201-5203.51-
011).
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to the
Departments of Finance and Police.
