The General Plan calls for the formation of a steering committee, whose members would be appointed by the Mayor and confirmed by the County Council. We would appreciate your attention to this matter and are requesting that this item be placed on the March 20, 2007 Planning Committee Agenda for discussion, with confirmation of these individuals on the April 4, 2007 full Council agenda. The North Kohala CDPSC will consist of 11 members who live and/or work in North Kohala. Its primary purpose is to ensure that the North Kohala CDP process has a broad base of community participation, and that the plan is prepared in the best interest of the health and welfare of the community. The Steering Committee would in many ways serve as ambassadors for the planning process. Their term is for atwo-year period and would be extended if necessary to run parallel with the CDP process. It is my pleasure to inform you that I have nominated the following individuals to the newly created North Kohala CDPSC: 1. William Graham is a 35-year resident of North Kohala and is currently employed as a computer programmer with Voter Contact Services. He is an active member of the Kohala Community Association and contributes his time to the North Kohala Resource Center and the North Hawaii Hospice. William has extensive knowledge of current planning issues and, as a long-time resident of North Kohala, feels he has the time and experience to devote to the CDP process. p~ Ccmm. tva. Z 3 D Ref. Carolyn Lancaster is a five-year resident of North Kohala and is currently employed with Elements Jewelry and Crafts. Carolyn devotes her time as chair of the Kohala County Fair and Auditor of the Kohala Senior Citizen group. Over the past year, and in anticipation of the North Kohala CDP, she has dedicated herself to the process by helping to collect data and educate community members. 3. Fern White is a 26-year resident who is employed with the State Department of Education as an English teacher. She focuses her volunteer time with organizations such as the Kohala Rodeo Club and the Hawaii Quarter Horse Association. Through her work as an educator, she feels she will be able to maintain and create new links at the high school level to promote student participation in the CDP process. 4. Crystal White is a 14-year resident of the North Kohala district and is presently employed with Sage Farms. Crystal is an avid hula dancer who graduated from Kohala High School. She has a deep appreciation for North Kohala's natural resources, people, and small businesses, and sees them as focal points of the community. She feels that her view represents a younger generation living and working in North Kohala. 5. Robert Martin has lived in North Kohala for 20 years and is currently self- employed as a restaurateur in Hawi. Robert founded the North Kohala Resource Center and has volunteered his time with the Kohala Business Association and the West HI Mediation Center. His interest is in helping the community of North Kohala develop the capacity to be a constructive, intelligent, well-organized, and proactive partner with the State and County governments. 6. Ted Matsuda is a lifelong resident of the North Kohala district and is employed as a nurseryman with the Kohala Nursery. Ted has seen North Kohala grow from plantation camp to the community it is today. He feels that planning can help keep Kohala the special place for future generations to live and work. 7. Henry Dulan was born and raised in North Kohala and has been retired since 1991. Henry is a senior citizen volunteer with the State Legislature and has worked with past political representatives from the Island of Hawaii. Asa long- time Kohala resident, Henry has seen North Kohala change over the years, especially the transition from "plantation days" to its present social and economic state. This perspective of time and what has happened over the years is what Henry will be able to contribute to the CDP process. Alvin Kawamoto grew up in the North Kohala community and is currently employed with the State Department of Education as an elementary school teacher. He served as president and treasurer of the Hawaii Rodeo and Cowboy Association and coaches with the Kohala Community Athletic Association. Alvin's experience as a union representative and school level policy board committee member has developed his communication and team building skills, and will compliment his strong desire to serve his community. 9. Stephen Sheffield Norris has lived in the North Kohala community for five years and is currently self-employed as a marketing agent. Stephen was a co-founder of the Kohala Community Land Trust and has held the positions of chair, president, and treasurer. He is also a member of the Big Island Sustainable Community Association. Stephen is a passionate advocate of Kohala and wants to improve the quality of life that makes living here a joyful experience for everyone. 10. David Fuertes has lived in the North Kohala district for 35 years and is currently employed as a teacher with the State Department of Education. David is a member of the Kohala Intergenerational Center and has facilitated meetings with community groups to work towards win-win situations. He has extensive experience in community capacity building and economic development, and brings a broad community network to the Steering Committee. 11. Michael Gomes is a lifelong resident of North Kohala and is currently employed as a land manager with the Surety Kohala Corporation. Michael is an avid volunteer, and is a member of the Kohala Watershed Committee, the Kohala Library Committee and the North Hawaii Community Hospital. As an active resident of North Kohala, Michael brings his broad level of knowledge of Kohala's history, geography, and infrastructure to the Steering Committee.
