Re: Operating Budget
At the Hawaii County Council meeting held on February 22, 2007, Resolution No. 63-07 was
adopted to transfer funds from the Clerk-Council Services Contingency Relief account to the
Transfer to Golf Course Fund account. This resolution, submitted by District 4 Council Member
Stacy Higa, transferred $25,000 and it is to be used towards the purchase of two (2) Tru Turf Roll
& Slice ("Rollers") for the maintenance of the Hilo Municipal Golf Course.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating the $25,000 to
the Golf Course Equipment account within the Golf Course Fund.
Since the monies have already been approved for transfer to the Golf Course Fund, the
Department of Parks and Recreation would like to request a waiver from the Finance committee
and have this bill heard at the Council meeting scheduled for March 21, 2007.
If there are any questions, please do not hesitate to call the Department of Parks and Recreation.

Increase revenue account 090.3609.11 Transfer from General Fund by $25,000
Appropriate to 090.561.5561.06.480 Golf Course Eqpt, Misc Equipment $25,000
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): ,
Resolution 63-07 was adopted February 22, 2007. Council Member Higa transferred $25,000 out from the
Clerk-Council Services -Contingency Relief Account to the Department of Parks and Recraetion, Transfer to
Golf Course Fund. The discretionary funds from District 4 will be used to purchase two Tru Turf Roll & Slice
("rollers") for maintenance of the Hilo Municipal Golf Course.
Council action is requested to amend the Golf Course Fund budget by increasing revenues and
appropriating funds to the equipment account.

Re: Bill No. 71 :Amending Ordinance No. 06-79, as Amended, The Operating
Budget for the County of Hawaii for the Fiscal Year Pnding June 30, 2007.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
