Re: Capital Budget
Enclosed is a bill for an ordinance adding the Earthquake Damage -FEMA project for
$1,200,000 to the Capital Budget. This appropriation represents the Federal Emergency
Management Agency's (FEMA) funding for the repair work for damages resulting from the
October 15, 2006 earthquake. At this time, the Department of Public Works has signed
Project Worksheets with FEMA for a total estimated cost of approximately $1,600,000.
FEMA's reimbursement for most project costs is 75%, or the $1,200,000 that we are
appropriating at this time. Additional Project Worksheets are still in process, so an
additional appropriation may be requested at a later date.
Due to the need to begin repairs as soon as possible, we humbly request a waiver from
the Finance Committee and have this bill heard at the Council meeting scheduled for
March 21, 2007.

A. REQUEST:
Request an amendment of the Capital Improvement budget (Ord. 06-80) with an appropriation of $1,200,000
for Earthquake Damage -FEMA.
Due to the need to begin repairs as soon as possible, we request that this Bill be waived through Finance
Committee for hearing at County Council.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDEDI:
Portions of the repair work for damages resulting from the October 15, 2006 earthquake will funded by the

Re: Bill No. 73 :Amending Ordinance No. 06-80, as Amended, Relating to Public
Improvements and Financing Thereof for the Fiscal Year Ending June 3Q 2008.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
