Your Committee on Human Services and Economic Development, to which was referred
Bill No. 50, via Communication No. 174, reports as follows:
Bill No. 50, transmitted by Director of Finance William Takaba, via Communication
No. 174 dated February 5, 2007, amends Chapter 2, Article 25, Section 2-139 and
Section 2-140 of the Hawaii County Code 1983 (2005 Edition, as amended), relating to
Appropriation of Funds to Nonprofit Organizations.
Bill 50 establishes procedures for awarding grants to nonprofit organizations from other
sources, including the Council's district contingency account. The current procedures
limit the annual grants awazded by the Hawaii County Council ($900,000), and do not
cover grants awarded through other means. This bill would broaden the scope of
Sections 2-139 and 2-140 by establishing procedures for the awarding of grants to
nonprofit organizations for other sources, including the Council's district relief account.
Requests that particulaz attention was given to the current definition of "nonprofit" in
Section 2-136, which means that grants to organizations in excess of $25,000 without a
current 501(c)3 tax-exemption from the Internal Revenue Code would be subject to
competition.
Your Committee on Human Services and Economic Development is in accord with the
purpose and intent of Bill No. 50 and recommends it pass first reading.
