Your Committee on Finance, to which was referred Bill No. 34, reports as follows:
Bill No. 34, transmitted by Director of Finance William Takaba, via Communication No. 125, dated
January 22, 2007, amends Ordinance No. 06-80, as amended, the Operating Budget, ending
June 30, 2007. The amendment is as follows:

110.399.5397.22 Department of Public Works [$7,600,000] General $10,000,000
(Laiopua Connector Project)
To:
General Obligation Bonds General $2,400,000
Capital Projects Fund -
Fund Balance and/or other Sources
Bruce McClure, Director of Public Works stated that the project initially was appropriated
$7,600,000.00, and that an increase was needed in the amount of $2,400,000.00 to bring the total
appropriation to $10,000,000.
Pursuant to Section 46-7, of the Hawaii Revised Statutes, and 5ec6on 13-13(b), Hawaii County
Charter, the Mayor is already authorized to apply for, receive and expend the funds for the project
identified in the Operating Budget.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 34, as amended to
Draft 2 and recommends it pass first reading.
