Your Committee on Finance, to which was referred Resolution No. 73-07, reports as follows:
Resolution No. 73-07, transmitted by Director of Finance William Takaba, via Communication
No. 168, dated February 5, 2007, amends transfers funds as follows:
From:
010.471.5471.56 E. HI Coalition -Emergency General $20,000
To:
010.471.5472.43 OSM -Kihei Pua Emerg. Shelter General $20,000
Pursuant to Chapter 2, Article 25, Section 2-139(b) of the Hawaii County Code, "in the event
that a grantee nonprofit organization is unable or unwilling to provide the public service(s) for
which a grant was appropriated, the mayor may direct the fmance director to solicit applications
from eligible nonprofit organizations to fulfill the specific public purpose(s) for which the funds
were originally appropriated for the remainder of the fiscal year. The director shall forward
recommended application(s) and appropriation measure(s) to the council for its decision. Funds
appropriated to a successor nonprofit organization shall not exceed the balance of unexpended
County funds awarded to the original grantee nonprofit organization".
In compliance with Chapter 2, Article 25 of the Hawaii County Code, a public notice for the
solicitation of the application(s) was published in the local newspapers on January 19, 2007. An
application was received from the Office of Social Ministry, a qualifying organization, to
administer the Kihei Pua Emergency Shelter program, and that the remaining grant balance from
the East Hawaii Coalition for the Homeless will be transferred to the Office of Social Ministry.

Your Committee on Finance is in accord with the purpose and intent of Resolution No. 73-07
and recommends its adoption.
