Your Committee on Finance, to which was referred Bill No. 48, reports as follows:
Bill No. 48, transmitted by Director of Finance William Takaba, via Communication No. 170, dated
February 5, 2007, amends Ordinance No. 06-80, as amended, the Capital Budget, ending June 30, 2007, by adding
the following project:
ENVIRONMENTAL MANAGEMENT:
Honoka`a Large Capacity 110.699.5693.18 [$600,000] $1,200,000
Cesspool Replacement
Funds for this appropriation increase shall be provided from:
General Obligation Bonds, Capital Projects Fund - $ 600,000
Fund Balance and/or other Sources
This bill will be appropriating an additional $600,000 to the project which involves the design and installation of
new sewer mains and a new Wastewater Treatment Plant in order to meet Environmental Protection Agency
requirements in eliminating large capacity cesspools. This bill increases the FY06-07 appropriation from $600,000
to $1,200,000 and brings the total appropriations for the project to $1,800,000.
Your Committee stated that the Department of Environmental Management provide the necessary information in
ample time to the community regarding the project.
Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget for that year with a
two-thirds vote.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 48 and recommends it pass first
reading.
