Your Committee on Finance, to which was refen•ed Resolution No. 75-07, reports as follows:
Resolution No. 75-07, transmitted by Director of Finance William Takaba, via Communication No. ] 77, dated
February 8, 2007, requesting that a new Departmental Personnel Clerk position be created for its Administration
Office.
It is anticipated that in early FY 2007-08, a new Vehicle Registration and Licensing Division will be created
from a merger and transfer of positions from the Treasury Division's Motor Vehicle Registration Branch and the
Police Department's Licensing and PMVI Divisions. With this new division, the staff count will increase by an
additional 23 employees, bringing it up to 125 positions. Presently the deparhnent has only one Personnel
Assistant II, who must handle all personnel related functions; review and submit all timesheet, and serve as a
backup for the Executive Secretary.
The new position will also provide backup for the Personnel Assistant II, which is cun•ently lacking, and provide
continuity of operations in the event of the Personnel Assistant II is not available to work.
Communication No. 177.1, transmitted by Director of Finance William Takaba, dated February 20, 2007,
emphasizes that Resolution No. 75-07 creates a Personnel Clerk position that is needed by the Finance
Department even without the creation of the VRL division.
Pursuant to Article V, Section 5-1.3(c), Hawaii County Charter, the Mayor has the power to "Create
positions... for which appropriations have been made by the Council: '
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 75-07, and recommends
its adoption.
