Comm. 220: A RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER (Res. 91-07) INTO A LONG TERM AGREEMENT WITH THE MERRIE MONARCH FESTIVAL, TO LEASE A PORTION OF THE FORMER COUNTY OF HAWAII REAL PROPERTY TAX OFFICE SITUATED AT 865 PI`ILANI STREET IN HILO, HAWAII (along term lease agreement for 20-years at the cost of $1.00 per vear plus utilities with the Merrie Monarch Festival organization) From Councilmember Dominic Yagong, dated March 1, 2007, transmitting the above resolution. The donation is to be used towards the reconstruction of the Panaewa Community Center. Comm. 229: A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION (Res. 93-07) OUT AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A DESIGNATED FUND ACCOUNTS (transfers $4,000 from the Clerk-Council Services Contingency Relief account, and credits same to the Department of Research and Development, Tourism Promotion, Miscellaneous Contract Services account for the Kona Earth Day festival) From Councilmember K. Angel Pilago, dated March 6, 2007, transmitting the above resolution. These discretionary funds from Council District 8 will be used to help fund Kona Earth Day activities and defray some of the costs and expenses associated with the event. Comm. 231: RESOLUTION CREATING A POLICE SERGEANT POSITION FOR THE (Res. 95-07) HAWAII COUNTY POLICE DEPARTMENT {creates a Police Sergeant, PO-11, position in the Special Response Team (SRTI unit} From Finance Director William Takaba, dated March 6, 2007, transmitting the above resolution. This position will provide the needed assistance to the team's lone supervising Police Lieutenant position and will enable the SRT unit to be more efficiently coordinated, supervised, and managed. The SRT unit is responsible for serving the high risk wazrants, dealing with bazricaded and hostage situations, and also provide quality training for the police recruits and refresher training for the active police officers. Comm. 232: RESOLUTION AUTHORIZING THE ACCEPTANCE OF A MONETARY GIFT (Res. 96-07) OF THREE THOUSAND SIX HUNDRED SIXTY ONE DOLLARS AND FIVE CENTS ($3,661.05) FROM THE GREGG MALKIN MEMORIAL FUND TO THE HAWAII FIRE DEPARTMENT; and (Bi1166) AN ORDINANCE TO AMEND ORDINANCE NO. 06-79, AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2007 (by appropriating an additional $3,661.05 to the Fire Department's Rescue Eguinment -Private account) From Finance Director William Takaba, dated March 6, 2007, transmitting the above resolution and bill. These funds will be used for the purchase of thermal geaz for the rescue team. Glenn and Donna Malkin wishes to recognize the tireless efforts and the compassion they witnessed during the life-threatening attempts of the Hawaii Fire Depaztments' rescue team to rescue their son, Gregg Malkin ,who perished in a drowning accident at the King's Landing, the day after Thanksgiving Day. The Malkin Family are very committed to making a difference through their monetary gift to honor their son's memory. FC-7 Page 4 March 20, 2007 Comm. 233: RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO AN (Res. 97-07) AGREEMENT WITH THE HAWAII TOURISM AUTHORITY, PURSUANT TO HRS 46-7, FOR THE HAWAII COUNTY TOURISM STRATEGIC PLAN; and (Bi1167) AN ORDINANCE TO AMEND ORDINANCE NO. 06-79, AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2007 (by appropriating a $24,750 Tourism Strategy Plan grant to the Department of Research and Develovment) From Finance Director William Takaba, dated Mazch 6, 2007, transmitting the above resolution and bill. The Hawaii Tourism Authority created a statewide Tourism Strategic Plan in 2005 and subsequently funded the plans for each of the islands, including Hawaii Island In December 2006. These funds will be used to launch the plan to all of the relevant tourism-industry stakeholders, as well as residents of the community. Comm. 234: RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF A LATER (Res. 98-07) FISCAL YEAR AND OF MORE THAN ONE FISCAL YEAR FOR A MULTI-YEAR CONTRACT FOR SERVICES OF COLLECTION AND HAULING OF RECYCLABLES AT ISLAND-WIDE SOLID WASTE TRANSFER STATIONS (for the upcoming multi-year service contract for island-wide Transfer Station collection and haulin¢ of recvclables.) The current contract for the aforementioned services will expire on June 30, 2007, an Invitation for Bids will soon be advertised. The resulting contract with the vendor will be for atwo-year term, with two (2) one-year options for extension. Comm. 235: RESOLUTION AUTHORIZING OFFICE OF THE MAYOR TO ENTER INTO AN (Res. 99-07) AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT OF TRANSPORTATION, PURSUANT TO HRS 46-7, FOR A DATA GRANT FOR THE HAWAII COUNTY POLICE DEPARTMENT; and (Bi1168) AN ORDINANCE TO AMEND ORDINANCE NO. 06-79, AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2007 (by appropriating a $66,400.80 Data Grant to the Hawaii Countv Police Department) From Finance Director William Takaba, dated March 7, 2007, transmitting the above resolution and bill. The State of Hawaii Department of Transportation Public Affairs -Safe Community Program, has authorized $66,400.80 to the above grant. The project objectives aze to establish a statewide traffic data system and to ensure compliance with national standards. FC-7 Page 5 March 20, 2007 Comm. 236: AN ORDINANCE TO AMEND ORDINANCE NO. 06-79, AS AMENDED, THE (Bill 69) OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2007 (by appropriating an additional $22,000 to the Hawaii County Police Department's Community Based Traffic Coordinator Pro ram) From Finance Director William Takaba, dated March 6, 2007, transmitting the above bill. The goal of this program is to reduce the number of alcohol, speed, and seat belt no-use related traffic fatalities and injuries on the Big Island by 10 percent. The community based traffic coordinator will plan and coordinate media and educational activities and be a liaison between State, County and community agencies and organizations. In the current fiscal yeaz's budget, $30,000 was appropriated in anticipation of this grant. This will bring the total appropriation to $52,000. Comm. 237: AN ORDINANCE TO AMEND ORDINANCE NO. 06-79, AS AMENDED, THE (Bi1170) OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 3Q, 2007 (by appropriating an additional $20,500 to the Hawaii County Police Department's Roadblock Program) From Finance Director William Takaba, dated March 6, 2007, transmitting the above bill. The goal of this program is to reduce the number of alcohol related fatalities and injuries, to increase public awareness, and to provide a constant deterrence against impaired driving by conducting impaired driving roadblocks on our highways. In the current fiscal year's budget, $59,000 was appropriated in anticipation of this grant. This will bring the total appropriation to $79,500. Comm. 241: A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION (Res. 101-07) OUT AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A DESIGNATED FUND ACCOUNTS (transfers $4,000 from the Clerk-Council Services Contingency Relief account, and credits same to the Department of Research and Development, Tourism Promotion, Miscellaneous Contract Services account for the Kona Earth Dav Festival) From Councilmember Brenda J.
