Re: Resolution for multi-year contract
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year
for the upcoming multi-year service contract for island-wide Transfer Station collection
and hauling of recyclables. With the current contract for the aforementioned services
expiring on June 30, 2007, an Invitation for Bids will soon be advertised. The resulting
contract with the vendor will be for a two year term, with two (2) one-year options for
extension.

A. REQUEST:
A resolution authorizing the Mayor to enter into amulti-year contract for island-wide Transfer Station
collection and hauling of recyclables.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Invitation For Bids for collection and hauling of recyclables from transfer stations, island-wide, will
provide for continuation of current services. Since the majority of single family residences dispose of their
waste at the transfer stations, it is essential to maximize recovery of resources by providing convenient, easy
to use, and well maintainted recycling drop-off centers at all transfer stations. The contract is recommended
for a two year term, with two one-year options for extension. It is anticipated that bidders will have substantial
start-up costs, primarily with equipment purchases.
The county will provide space at the transfer stations for the recycling of designated material streams. These
stations will be serviced by the vendor selected through this Invitation For Bids. The present contract, for
current services, expires on June 30, 2007.
